No. Metadata blocks are cut out of the file directly, without decoding or re-compressing the image, so the pixels stay exactly the same.

EXIF (including GPS coordinates, camera and lens details, dates and thumbnails), XMP, IPTC, comments and text chunks. By default the color profile and the orientation are kept so the photo still displays correctly.

Phones often save photos sideways and use an orientation tag to rotate them on display. Keeping just that tag (it reveals nothing about you) prevents cleaned photos from appearing rotated.
